Committeeperson - A committeeperson is an official representative of the party, either elected to a 4-year term or appointed by the Party Chair. The primary role for the Committeeperson is to be the Party advocate. There are two positions available for each precinct, and these two people share the job. A committeeperson is part of a committee who provides information to voters in the area, and supports the election of candidates in the Party. They also vote, at an annual convention, for the party leader and the by-laws that govern that body. In addition to the daily activities of voter outreach, the committeeperson is charged with staffing the polling place on Election Day. Twice a year, (Primary and General Elections) the polling place should be staffed by a Greeter and Pollwatcher (see also Other Positions below). The committeeperson must recruit and schedule those people and supervise and/or staff the polling place themselves.
Committee Person Responsibilities:
- Recruit, nominate and elect Democrats at the local levels (borough, township, and school district)
- Register Democratic voters
- Get out the maximum Democratic vote on election day, both primary and general
- Volunteer as needed in county, state and national campaigns
- Represent the Democratic Party in election precinct polling places
- Participate in the governance of the Chester County Democratic Committee at the Zone, District and County levels
Democratic Precinct Committee Person Notes

Elected at Primary Election in year of gubernatorial election, or appointed by County Chair

Provide monetary support, as able, to Zone, County and State Party operations

Circulate petitions for candidates as needed

Maintain up to date roster of voters in the precinct, especially Dems

Use monthly new voter list from County to up date voter lists; make contact with new voters

Use monthly County property transfer list to contact new move-ins with voter registration

Organize candidate literature distribution in precinct prior to elections

Work polling place for Primary and General election days; greet voters, handout literature

Ensure that precinct has Democratic election board workers; inspector and clerk(s)

Recruit and support person to run for precinct Judge of elections every 4 years

Recruit and support persons to run for/be appointed as election workers as Democratic Inspector and Clerk of Election

Assist candidates in contacting / walking / knocking doors of voters in precinct

Adhere to values and procedures of Chester County Democratic Committee By-Laws and those of the State Democratic Committee
Other Positions
Greeter - The Greeter stands no closer than 10 feet from the polling spot (this is outside in many precincts) and hands out literature and assists voters with questions. Please have a Greeter (at least 1 at a time) at the polls all day. If that is not possible, please have someone there during peak voting hours, 7-9 am, 11-1 pm and 4-8 pm. Several persons could fill this role.
Pollwatcher - The Pollwatcher is authorized by the Party or Candidate and works with a Certificate issued by Voter Services. This person listens and marks down each voter as they are announced. The application for poll watcher certificate must be pre-approved by Voter Services before Election Day. (Several persons could fill this role during the hours of 7am to 2pm).
Phoner - The Phoner is the person who will take the list of voters from the poll watcher at about 2 pm and call those who have not yet voted and remind them to get to the polls. Please try to have at least 3 people available to make calls (maybe by cell phone). We will be telephoning from homes and phone banks. Telephone locations will be identified closer to Election Day.
Judge of Elections - A precinct is a geographical area, divided up by our State Legislature, and assigned a polling location. Each precinct has a Judge of Elections, who is an elected official of the Election Board. This is a 4-year term and this position holds authority at the polling place.
Majority and Minority Inspector - Each polling place should also have a Majority and Minority Inspector. Those positions are the "party" advocates in the polling place. If a voter has a question or problem, they are supposed to ask the Inspector from their party for help. The Inspector is an Election Board paid staffer, who can work a full day from 7 am to 8 pm inside the polling place and who goes with the judge of Elections to Voter Services in West Chester with the ballot box. (Training is provided by Voter Services prior to the Election.) One person can fill this position. This is a major commitment on Election Day - you will need to report by 6 am and you are done when the ballots are accepted which could be very late.
Clerk - The Clerk is the Election Board paid staffer, who can work a full or half day inside the polling place and assists the Inspector. Training is provided by Voter Services prior to the election. (We would like to have at least one Democratic Clerk in each precinct in addition to teh Democrat Inspector.) Our goal is to have every precinct staffed with both. Several persons could fill these positions.
